UK and France to Deploy Troops to the Country should a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The London and Paris have formalized a declaration of intent concerning the stationing of military forces in the nation if a peace deal be concluded with Russia, the British leader, Starmer, has declared.

Subsequent to discussions with allied nations in Paris, he said that the UK and France would "establish operational bases throughout Ukraine and construct protected installations for military hardware and military equipment" to deter any subsequent incursion.

The coalition members also proposed that the US would assume leadership in verifying a truce.

Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not commented on this new announcement.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russian forces presently controls approximately 20% of the country's land.

"This constitutes a crucial element of our vow to be alongside Ukraine for the foreseeable future," remarked the British leader.

Heads of state and senior officials from the "Allied Coalition" took part in Tuesday's talks.

Speaking at a shared media briefing, he noted: "It establishes the framework for the operational parameters under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the time to come."

The PM added that Britain would participate in any American-headed monitoring of a possible truce.

Security Guarantees and Negotiation Stances

Top American diplomat Steve Witkoff stated that "lasting safety pledges and strong prosperity commitments are vital to a enduring ceasefire" in Ukraine – referring to a central demand made by Ukraine.

Witkoff said the allies had "mostly completed" their work on establishing such guarantees "in order that the people of Ukraine know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also participated in the negotiations.

Separately, France's leader Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the talks.

He added that "robust" security guarantees for Ukraine had been agreed in the event of a potential ceasefire.

President Volodymyr Zelensky commented that a "huge advance" had been made in the talks, but qualified that he would only consider efforts to be "enough" if they resulted in the end of the war.

Recently, the Ukrainian leader suggested a peace agreement was "largely prepared". Finalizing the outstanding 10% would "decide the future of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the forefront of ongoing disputes for the parties involved.
  • Moscow has consistently stated that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any compromise over how to end the war.
  • The Ukrainian President has thus far ruled out giving up any land, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Russia currently holds about 75% of the Donetsk region and around 99% of the bordering Luhansk. The two regions form the heartland of Donbas.

The earlier US-led multi-point proposal that was circulated to the media last year was viewed by Kyiv and its European allies as being disproportionately favorable in Russia's favor.

This sparked weeks of focused diplomacy – with all sides trying to adjust the draft.

The previous month, The Ukrainian government sent the US an updated 20-point plan – as well as additional documents describing prospective defense assurances and arrangements for Ukraine's reconstruction, he added.
